Intelligent Inspection System Based on 4G/5G Intelligent Safety Helmet and Law Enforcement Recorder
The inspection process record is the first checkpoint to ensure the traceability of the performance of project management personnel. Its business process is rigorous and operable, ensuring that every inspection leaves complete and authentic image archives. The specific business steps are as follows.
Step 1: Pre shift equipment inspection. The project management personnel bind their personnel identities through the operation interface on the device or the linked mobile APP, ensuring that the inspection records correspond one-to-one with themselves and avoiding identity confusion.
Step 2: Conduct scheduled inspections and record high-definition videos. The project management personnel carry the recorder to the designated inspection area based on the pre established inspection plan of the platform, which includes daily routine inspections, special inspections of hazardous engineering, on-site inspections of key processes, quality special inspections, and other tasks. During the inspection process, the recorder recorded the entire process in high-definition resolution of 1080P/30fps, and was able to clearly capture the details of the scene even in well lit or backlit environments; At the same time, the device supports 2K ultra high definition recording mode, combined with a camera function of up to 40 million pixels, which can capture images of key parts and hidden dangers from multiple angles and high precision, meeting the requirements of fine management in the construction process. In low light scenarios such as nighttime or underground spaces, the infrared night vision function of the recorder is automatically activated, which can clearly identify the facial features and surrounding environment of the person in the picture, ensuring that there are no blind spots during inspection and recording. Each video and photo generated during the inspection process is watermarked with timestamp, geographic location, and other information to ensure the authenticity and legal validity of the records, providing a solid evidence foundation for subsequent traceability and auditing.
Step 3: One click SOS alarm and real-time intercom. During the inspection process, if the management personnel wearing the equipment on the project end encounter sudden danger, discover major safety hazards, or require emergency support, they can immediately press the one button SOS button on the recorder. The device will immediately upload the alarm information and real-time positioning coordinates to the platform through the 4G network. The platform will immediately pop up an alarm prompt and display the location and real-time video of the wearing management personnel, ensuring that the backend management personnel can understand the on-site situation and activate the emergency plan in a timely manner. In addition, the recorder supports PTT (one click intercom) function, and the wearer can communicate with the group's security management personnel through the device
Or conduct voice intercom at the on-site command center to achieve remote communication and command, enhance on-site detail perception, and improve emergency response speed. Through the above three-step process, the inspection process record not only realizes full supervision of the performance of project management personnel, but also becomes a powerful assistant for on-site safety control and emergency response.
1.2 Automatic uploading and archiving of inspection videos
The automatic uploading and archiving of inspection videos is a key link in ensuring the complete retention and convenient retrieval of image data, and its process design takes into account efficiency, cost, and compliance.
Step 1: Wi Fi automatically uploads to the inspection NVR. After completing the daily inspection task and returning to the project department, the project management personnel only need to establish a connection between the law enforcement recorder and the inspection NVR deployed by the project department through wireless network (Wi Fi). The device will automatically upload the video files recorded during the inspection process to the NVR for storage according to the preset strategy. This process does not require manual intervention, and security personnel do not need to manually export or plug in storage cards, greatly reducing the number of operational steps and avoiding data loss caused by human forgetfulness. In this inspection, one 4T hard drive was configured for the NVR.
Step 2: The video is stored in PS stream format and integrated for management. The video stored in the inspection NVR adopts PS (Program Stream) stream format, which is a video packaging format that complies with security industry standards (such as GB/T 28181) and can seamlessly integrate with traditional security video surveillance systems. This solution directly stores videos in the local inspection NVR of the project department, without the need to deploy central storage servers and dedicated collection equipment, greatly reducing hardware procurement and network construction costs. At the same time, because video data does not go beyond physical boundaries, it also improves data security and confidentiality, especially suitable for construction sites with limited network conditions or high requirements for data privacy.
Step 3: Platform task association and automatic capture and archiving. After uploading the inspection video to the NVR, the system needs to associate it with specific inspection tasks to achieve refined archiving management. The platform supports creating inspection tasks in two ways: pre inspection and post inspection. In advance, management personnel can set inspection tasks on the platform based on the construction plan, including task names, task types (such as daily inspections, special inspections, hazardous engineering side stations, special inspections, etc.), task start and end times, and other attributes; Afterwards, inspection tasks can also be recorded for temporary additional inspections or emergency response events. The platform automatically extracts corresponding video clips from the NVR's stored videos based on the time range of the task through a linkage interface with the NVR, and automatically associates, binds, and archives these videos with the task to the platform's cloud based video archive. In this way, every project manager's
Each inspection has an independent and complete video file, and the management personnel of the company headquarters can search and view the archived records from multiple dimensions such as project, personnel, task, and time on the platform, achieving standardized management of "one task, one file" and greatly improving the efficiency of post incident traceability. The entire upload, association, and archiving process has been highly automated, and the headquarters can clearly grasp the inspection frequency, duration, and route of each wearer, effectively solving the pain point of "difficult traceability of inspection records" in the past.
1.3 Personnel positioning and trajectory playback
Step 1: Real time positioning information collection. The law enforcement recorder is equipped with a high-precision GPS and Beidou second-generation combination positioning module, which continuously collects location information during the inspection process, with a positioning error of no more than 10 meters, and can record key data such as latitude, longitude, time, and speed. Even in construction sites with dense buildings and severe satellite signal obstruction, equipment can maintain stable positioning signals through multi satellite fusion technology, ensuring the continuity and accuracy of location information. All location data is uploaded in real-time to the platform through 4G network, and the platform displays the real-time location of each project manager in the form of dynamic icons on the electronic map, achieving global control of "one map".
Step 2: Historical trajectory playback and offline location query. The platform stores and manages the received positioning data, and supports complete playback of historical trajectories. The headquarters can click on the icon of any wearing personnel on the map to call up their activity trajectory at any time period. The platform draws the inspection path on the map with visual lines and supports playback speed and key node annotation, intuitively displaying the inspection route, stopping points, and inspection coverage range of the inspector. When the security officer enters a signal blind spot (such as an underground garage, tower crane, or other obstructed area) causing a positioning interruption, the platform will record the last offline position and automatically supplement and update it after it resumes online. This function enables headquarters personnel to accurately assess whether safety officers are conducting inspections according to prescribed routes and areas, whether there are blind spots or missed points during inspections, effectively preventing "perfunctory" inspection behavior, and greatly enhancing the supervision and management of the safety officer's performance process.
Step 3: Map frame scheduling and video calling. On the basis of real-time positioning and trajectory playback, the platform further provides audio and video fusion scheduling capabilities. Headquarters management personnel can circle multiple wearing management personnel within a certain area on the map through a pull box operation, initiate voice or video calls in batches, and achieve fast and efficient remote command and collaborative scheduling. At the same time, the platform supports clicking on the project department's personnel avatar on the personnel list or map to directly initiate video calls and establish real-time two-way audio and video connections. Management personnel can clearly view the real-time images of the inspection site, understand the current on-site operation status and safety hazards,
And remote guidance and requirements can be provided, greatly enhancing the headquarters' perception and control ability over the construction site. This location-based visual scheduling mode provides strong support for multi-party collaborative handling of sudden emergency events, and also transforms daily inspection management from passive supervision to active intervention.
1.4 Platform Management and Remote Command
Core Function 1: Real time video viewing and historical playback. The platform supports viewing real-time video footage of law enforcement recorders. Headquarters management personnel can access real-time footage of any online project department wearing personnel at any time on their PC or mobile devices, supervise their on-site inspection behavior, promptly identify problems, and conduct remote command. At the same time, the platform provides convenient historical video playback function. Based on the PS stream video stored in the NVR, management personnel can search by time, personnel or task, quickly access inspection videos at any time period, and provide strong basis for event tracing and performance assessment (the working time requirement for the inspection recorder in this bidding is that 1080P recording should not be less than 12 hours; 720P video recording for no less than 13 hours.
Core Function 2: Personnel positioning and real-time intercom. The platform displays the real-time location information of the personnel wearing the project through electronic maps, supports trajectory playback and offline location queries, and integrates audio and video intercom functions to achieve visual scheduling and command. Management personnel can initiate one-way broadcasting or two-way voice calls to on-site safety officers on the platform, achieving remote guidance, task assignment, and emergency command communication, greatly improving management efficiency.
Core function three: Centralized access to multiple construction sites and remote management of the group. In response to the demand for "centralized management of multiple construction sites" by Hisense Real Estate, the platform adopts a distributed deployment and centralized management architecture, which can simultaneously access inspection NVRs and law enforcement recorders from multiple project construction sites. From the company headquarters, unified safety supervision can be implemented for all construction sites distributed in different regions. The platform supports multi-level permission management, with different roles such as company leaders, security directors, and project managers having corresponding viewing and operating permissions to ensure information security and standardized management.
Core Function 4: Multi dimensional backtracking and permission management: The system implements real name binding for law enforcement recorders, and defaults to the naming rule of "name+time file name" when uploading files to ensure clear record sources. All traceability files are automatically generated into a directory tree based on two dimensions, making it easy to locate quickly like looking up a video directory: one is by personnel dimension, that is, by the specific personnel bound to the law enforcement recorder; The second is based on the dimensions of the construction site, that is, different construction sites. In terms of permission control, construction site management personnel only have the operational permissions to create inspection processes and upload videos (which cannot be downloaded on the project side), while headquarters management personnel have the authority to conduct inspection retrospective checks
Limit, ensure separation of responsibilities and data security.
Core Function 5: APP Unified Management Preview: The system fully integrates existing high point monitoring devices and centrally manages them through a unified APP. Users can achieve real-time preview of high-definition videos on mobile devices, intuitively grasping the overall dynamics of the construction site; Simultaneously supporting remote playback function, making it convenient to access historical monitoring footage at any time, providing convenient and efficient technical support for event tracing and remote inspection.
2 Implementation requirements
Phase 1: The implementation team will conduct network environment surveys on various construction sites, determine the layout plan of inspection points, the number of inspection recorders configured, and the deployment location of inspection NVRs based on the management needs of Hisense Real Estate headquarters, and synchronously complete the network design and equipment selection confirmation.
Phase 2: Based on the design plan, complete the procurement and acceptance of core equipment such as law enforcement recorders, inspection NVRs, and wireless routers.
