- Scope of Project

Supply, installation, and operation of a body-wearing surveillance camera system for the General Directorate of Prisons. The contractor must perform all work to a high standard of quality and accuracy, according to a methodology designed and presented in their technical proposal. The scope of work on-site includes the following main components:

• Body-wearing cameras with all accessories.

• Charging and recording retrieval station with all accessories.

• Central system management system with all accessories.

• Servers for the charging and recording retrieval station with all accessories.

• Required operating licenses.

- Project Delivery Program

1- Sign the site handover report with the contractor within 15 days of the contract signing date.

2- Prepare requirements, receive sites, prepare designs, and schedule the project using MS Project 2016 or a later version within 15 days of the site handover date.

3- Supply, installation, and commissioning works within 6 months of the site handover date.

- Bill of Quantities:

1. Supply, installation, and commissioning of body-mounted cameras with all accessories as per the specifications attached to the tender document / Qty: 120

2. Supply, installation, and commissioning of a 12-slot docking station with all accessories as per the specifications attached to the tender document / Qty: 10

3. Supply, installation, and commissioning of the central system server with all accessories as per the specifications attached to the tender document / Qty: 1

4. Supply, installation, and commissioning of the system server with all accessories as per the specifications attached to the tender document / Qty: 2

5. Supply, installation, and commissioning of (8U) units with all accessories as per the specifications attached to the tender documents / Qty: 2

6. Supply, installation, and commissioning of the system's central software: Common Software Digital Evidence Management (DEM) Cluster License / Qty: 1

7. Supply, installation, and commissioning of the system's subsidiary software for operators, including licenses: Common Software Digital Evidence Management (DEM) Client License, 1 License for 1 administrator account / Qty: 2

8. Supply, installation, and commissioning of PSIM system licenses for connecting devices to the unified security platform, with three years of technical support / Qty: 120

9. Supply, installation, and commissioning of primary (main) and secondary (failover) PSIM server licenses, with three years of technical support / Qty: 2

10. Supply, installation, and commissioning of PSIM Federation subsidiary connection licenses, with three years of technical support / Qty: 2

- Training

1. The contractor shall train at least (10) employees of the General Directorate of Prisons, from among the operators at each site, on operating the system and using all its features, for a period of ( ). 5. (Days with no financial obligation on the part of the General Directorate of Prisons.)

2. The contractor shall provide a specialized training course on body-mounted surveillance camera systems, conducted by a qualified expert and certified by the manufacturer. The course duration shall be no less than 10 days, encompassing both theoretical and practical components. The training shall be held at the manufacturer's headquarters or one of its authorized branches, and shall be supervised by an engineer certified by the parent company. This training is for three (3) officers from the Technology and Artificial Intelligence Department and shall cover the following topics:

• Operation of body-mounted surveillance cameras.

• Operation of the manufacturer's Docking Station.

• Operation of the manufacturer's Central Station.

• Maintenance procedures for the manufacturer's body-mounted surveillance camera system.

- Special Conditions

1. The contractor must arrange a factory visit to the manufacturing facility in the country of origin for three (3) officers from the Technology and Artificial Intelligence Department before supplying the equipment. This visit, lasting at least five (5) days, is to verify compliance with the required specifications and is provided without any financial obligation on the part of the General Directorate of Prisons.

2. A two-year warranty is provided for all supplied and installed materials and systems.

3. The contractor must have at least two (2) years of experience with portable surveillance camera systems.

4. The contractor must submit a detailed schedule and project implementation plan within a maximum of ten (10) days of receiving the contract.

 

5. The contractor is obligated to supply the latest materials and other components at the same prices offered in the proposal.

6. The contractor must submit a detailed diagram illustrating the system's connection methods, showing all the main system components and their interconnections.

7. The contractor must implement the implementation plan using Microsoft Project 2016 or a newer system approved by the Directorate and submit both a printed and an electronic copy of the project plan. Tender.

8. The contractor shall provide all necessary connection, wiring, and operation equipment for the body-mounted cameras and their associated equipment, including the cabinets and their components – such as electrical outlets, power cables, copper network cables, cable terminal connectors, and various types of copper connecting cables, among others – and shall include this in their bid submitted to the tender.

9. The contractor shall connect the subsystem at the project sites to the General Directorate of Prisons' network.

10. The contractor shall install the central system server at the General Directorate of Prisons headquarters and connect it to the subsystems at the site, providing all necessary licenses.

11. Site Visit:

• After reviewing and studying the tender documents, the contractor has the right to visit the site and conduct a comprehensive survey of all conditions affecting the implementation of the tender requirements. The contractor must submit their bid based on an actual understanding of the site conditions and ensure that the described and requested work can be achieved within the site's specific requirements. The contractor's failure to visit the site should not prevent or hinder the submission of a suitable solution.

• If the contractor wishes to visit the site, this shall be at their own risk and expense. The bidder must investigate the consequences, responsibilities, and obligations they will bear under the contract they will enter into with the General Directorate of Prisons should their bid be accepted.

• A site visit permit must be obtained from the General Directorate of Prisons – General Department of Communications and Security Systems.

• The bidder must personally investigate the materials, labor, water, and electricity required for connection or related work, excavation, and other necessary resources for completing the work or related work, including their sources, availability, and means of acquisition and transportation. Furthermore, the bidder must consider all factors and variables that may affect the execution, completion, and maintenance of the work.
